Committees

The Open Space Authority Board of Directors utilizes committees to enhance and inform its work. Committees provide organizational structure and an efficient method of sharing, reviewing and receiving information.

While the purpose of each committee differs and the functions of each committee are primarily advisory, Open Space Authority committees:

  • Provide a simplified structure for discussion and review of routine and exploratory agency business.
  • Permit broader participation by board members, stakeholders and the public.
  • Allow the full Board to focus on primary agency business.
  • Deliver thoughtful deliberation, consideration and recommendations to the full Board of Directors.

Citizens’ Advisory Committee

The Citizens’ Advisory Committee (CAC) provides important public input to the Board of Directors and helps educate the public about the Open Space Authority's goals and accomplishments. The CAC is comprised of 15 members: seven board-appointed members that represent the Open Space Authority’s seven board districts, and eight At-Large members. The CAC meets on the fourth Monday of every other month, starting in January and with the exception of May and November.

Board Committees

Administration & Budget Committee

A standing committee of the Board, the Administration and Budget Committee (ABC) serves year-round. They meet on the second Thursday of the month in March, May, June, September and November. Their primary purpose is to participate in the development, review and oversight of the Open Space Authority’s annual budget. The ABC also reviews and makes recommendations on the Open Space Authority administrative policies.

Land Use & Stewardship Committee

A standing committee of the Board, the Land Use and Stewardship Committee serves year-round. They meet once a quarter, prior to the Board’s regular meeting on the second Thursday of the month in February, April, July and October. Their primary purpose is to be responsible for the review of the agency's land and natural resources protection, management, and policies, public access, visitor experiences, educational and interpretive programs. 

Expenditure Plan Oversight Committee


The Expenditure Plan Oversight Committee (EPOC) is an independent oversight committee composed of interested and engaged citizens. The EPOC does not have a regular meeting schedule but meets up to four times per year. The Committee’s purpose is to review the expenditures of the Open Space Authority’s Measure Q, until expended, and Measure T. The EPOC consists of seven At- Large members appointed by the Board as required by the Expenditure Plan.
